Using Timer Command via YouTube chat

Hi,
Can anyone please help me by saying what’s the command to setup a timer command?
Example: I would like to display an warning message every 15min once. And I want to set it up using command in YouTube chat section (not in the nightbot. tv website section)

If possible reply me the command like !time interval what’s next. .

Timers can only be set up through the dashboard, not through chat.
