Timers only execute after you’ve reached the line minimum. It will not “spam” empty chats.

I was 70 and many viewers wrote in the chat. Bot never wrote a message(

Then it’s probable that YouTube is preventing Nightbot from sending the message. YouTube chat has built in filtering which prevents even mods from repeating the same text repeatedly. You’d need to reach out to YouTube to see if it’s possible to have Nightbot bypass that filtering.
