i had to have one of my mods use the comand !rules and it would not go i even copy pasted it and it still did not nactivate
Did you actually add a !rules custom command? If not, type in your chat:
!addcom -cd=5 !rules [the command response for !rules]
If you want it to be mod-only, type -ul=mod anywhere after !addcom and before !rules
