Is there a command to repeat the last message you or someone you @ last wrote on twitch chat and have nightbot repeat it?

Assuming you’re asking about a way to do it on Twitch, I don’t see an easy way to do this, I’m not even sure it’s possible with Twitch’s API, so the short answer is no.
I don’t even see how it would be possible on YouTube or Mixer.
However, if you want to see the last messages people sent to you while you were away, you can use BetterTTV and configure it this way:
As for the last message you sent to someone, use the up arrow key to retrieve the last messages you sent during the current session.
