Potential bug: lower resolution streams not available on certain channels

For the past 3 or 4 weeks, I have found that when trying to use TwitchCast for certain channels, the only resolution available to be selected is 1080p, despite the fact that on Twitch.tv there are multiple options for the resolution. For example, Twitch.tv/nalcs1 has the following options for resolution:

However, on TwitchCast, only 1080p is available to be selected on this same channel. On a regular Chromecast, 1080p stutters to the extent that the stream is not enjoyable anymore. Would it be possible to look into why streams at lower resolutions are not available on TwitchCast for certain channels?
