Post to a specific chat on a channel

I’m helping to administer Nightbot on a Youtube Channel with several active live streams and chats.
We’d like to be able to remotely post a message to a specific chat on the channel. Channel send broadcasts to all channels. The post back URL (HTTP_NIGHTBOT_RESPONSE_URL) expires fairly quickly. Even if I could “poll” for the data, I don’t think I can setup a timer just for one channel.

Any ideas?

The response url is meant as a response to a command. Is the feature request instead that our send message endpoint can target a chat id?
