Yes, it could be done. Something like this could do what you need:
!commands add !give $(eval if (Math.random() > 0.5) {"!bonus $(urlfetch http://2g.be/twitch/randomviewer.php?channel=$(channel)) 250"} else {"!bonusall 100"})
That should work as is, but i didn’t test it. Nightbot will attempt to run one of the two revlobot commands you provided.
