If I sent a timer for nightbot to say a command, so the viewers know what command is to say (for whatever action) if nightbot says the command eg: “hey chat if you are lurking just type !lurk…” Nightbot won’t trigger the ! lurk action will it? Only people that type ! lurk?

Nightbot ignores its own messages and only detects commands when they’re at the start of a message.
