How to add user specififc commands

So for the streamer I wanted to moderate for, I wanted to make a Cookie command that goes like this
!givecookie (username)
(username of command user) gave a cookie to (username)

can u explain to me how I can make this command

Type this in chat:

!commands add !givecookie $(user) gave a cookie to $(query)
