Im browsing the shared emote section to choose personal emotes.
But for most emotes the button is disabled. For gif emotes the button is not visible, so it cant be that.
Are not all shared emotes eligible for personal emote usage?

Hiya, for personal emotes the emote has to be manually reviewed, emote owners can request manual review from that emote page. GIF emotes can’t be added as personal emotes.
