As far as I know, Nightbot can only update the stream title at the request of your mods.
I don’t think such command exist or would ever exist because your mods would only have 200 characters at most to fill the description and thus without line breaks, etc. because of how YouTube handles messages and the character limit, making the command pretty much useless.
