You would need to better specify what you are trying to do. I do not understand what an “interactive shoutout board” would be.

It is not possible to do that in Nightbot, sorry. A shoutout wall does not sound like something we would want to add to Nightbot, so I do not believe it will ever be possible in Nightbot.
