Does anyone know if it is possible to remove or modify !winner command?
I have tired multiple things. Any insight would be great.

If you want to disable the command you can go to Nightbot and click disable as seen here 
As for editing it, this answer is from 2016 so it could be out of date, but:
I checked and Yes the disable option works very well.
