Does anyone know if it is possible to remove or modify !winner command?

I have tired multiple things. Any insight would be great.

If you want to disable the command you can go to https://nightbot.tv/commands/default and click disable as seen here 👇

As for editing it, this answer is from 2016 so it could be out of date, but:

I checked and Yes the disable option works very well.
