For example: a mod who is also a subscriber Mod have x1 and Subs have x3 entries. So how many giveaway entry does the person have?

A user's level takes priority with assigning luck, so a moderator would only have 1 entry. If you wanted moderators who are subscribers to have 3, you'd need to set it to 3.
