Whats the userlevel priority like
Viewer - sub - reg - mod - caster
sub - reg - mod - caster
reg - mod - caster
mod - caster
caster
is that how it works?

What do you mean exactly?
If you just mean the order of the user levels, you are correct:

Everyone -> Subscriber -> Regular -> Moderator -> Owner
