Timer with lines not working

Hi we configured the timer to show a message every hour with (obviously with lines control).
Lines control is set to 20 chat lines.

The message appears always no matter the lines number, we have some stream with no chatting going on and all the hourly messages.

Is there a why the “lines” control fails and the message shows up no matter if the chat is empty ?

Ok it seems that lines are read and counted from all the chats from all the events.
So if a single event has no chatting going on, but another have like 20 lines in the latest 5 minutes, the message is sent to every chat no matter the single event chat lines number in the latest 5 mins.
