do the timer intervals work correctly?
I set up an interval of 60 minutes, but the timer is showing up way more often.
Or am I just using the timer in a wrong way?

If it is on YouTube, it seems to be working fine - for me. If you have more than 1 live chat, the same timer will appear on all chats, unless you edit the lines between each timer message.
Do you have multiple Timers? You could try increasing your “Chat Lines” setting in the Timers - the default being 2. Although I wouldn’t drastically increase it, but rather slowly increase it until you feel comfortable, because the “Chat Lines” setting determines how many new lines of text must pass in chat 5 minutes prior the Timer executes.
