can i set the timer without using the timer page in twitchtv?
and
NOT STREAMER JUST MANAGER(Moderator)
can MANAGER set the timer?

If a streamer added you as a manager of their Nightbot account you would be able to modify timers for them via the control panel.

and it is not possible to use a command without using a panel?

Timers can only be managed from the control panel. They cannot be managed from chat.
