Is there any spam SETTING to timeout any user that floods the channel by posting multiple consecutive messages (that are not identical or contain any repetitions) in a very short period of time? Especially spam bots are doing this on YouTube.

It's impossible for Nightbot to timeout users through commands. Nightbot only times out users through your spam protection settings.

Sorry, should have specified that I was indeed referring to spam protection settings. There seem to be no simple way to achieve this rather than using some complex regex code?

Just within the scope of Nightbot, yes you'd need some regex in your spam filters.
