Is there a command for targeting a specfic user with a welcome message without me saying that users name as a command? For example, i want to only say !welcome and it'll automatically target the user who just joined with a welcome message. Can nightbot even detect a new viewer?

Nightbot doesn't track any chat statistics real-time, this includes users new messages. As such you'll need to use a custom solution outside of Nightbot to accomplish this.
