How can I set up a twitch bot which will send out a command every ten seconds on someone else’s twitch channel? (He gives permission for it) Similar to this one.

I don't understand, are you asking for help to create your own bot? This isn't the place. And we don't give guides to spam a chat either, even if agreed upon with the streamer.
