Returning value from Google Sheets

My friend drops builds for people on borderlands 3 and he uses google forms to submit requests. These get exported to a Google sheet and i was wonder that if its possible to add a !spot command. this would take the users twitch name and find how many lines up they are in the queue. I looked into this a little bit but felt like it was worth asking here before wasting my time.
