I'd like to shoutout regulars when they make their first chat of the stream. Is this possible?

I know nightbot cant automatically detect who streams and shout them out but could I just add known streamers to the regulars list and shout out regulars when they make their first message of the day?

Currently Nightbot doesn't have any way to respond or react to any first time chatter in the stream.
