I am attempting to upload emotes that I have purchased (and have permission to use), but another user has the same emotes and has uploaded them as their originals. They don't allowing sharing on their emotes either. Are duplicates strictly not allowed, or is there a solution for premade emotes that multiple people have?

Typical issue, don't buy premade emotes packs, have them custom-made instead, it'll also add value to your channel.
