One command not working for one person

For some reason the person in yellow cannot use nightbot commands in discord but they work perfectly fine on twitch. Nightbot has permissions above everyone in discord but this one person is unable to use them

What's the userlevel of the command on Twitch? It's possible Nightbot's Discord instance isn't able to verify the user's userlevel on Discord, and therefore it doesn't work; what I notice in your screenshot is that it responds properly to users with a role that the person in yellow doesn't have, so that's the most likely explanation to me.
Besides, access to Nightbot's commands on Discord is a sidecar, meaning it's not the prioritized use of Nightbot, therefore there's no guarantee that it'll always work, and support for it is limited.
