I made a server linked with BTTV, and only 9 of the 17 emotes transferred. The bot also has the permission of “manage server.”
Do you have any remaining emote slots in your server? The bot will only use up available spaces for bttv emotes, and will not go over the limit.

Yes there are remaining slots in the server.
Manage Server is not the correct permission. It needs Manage Emoji
