Nightbot command cooldown does not work

The !weather command has a 300sec cooldown. However, it seems that the cooldown is ignored if you add any symbols after the command name.

Hey @Scarlet Bee!

Is the user who called the command the second time a moderator? Because they bypass cooldown.

There you have your answer, the command cooldown doesn't affect moderators. 😉
