I’m modding for a friend whose using night bot and I’m trying to figure out how to make it so the command will target someone when you @ them and basically say “(target user) is waiting for a hug “

Use the $(touser) variable.

$(touser) is waiting for a hug

I can't recommend enough reading the documentation.
