And they did not go off last night and todays stream it went off during the very first hour and have not the last two, so i am confused on if i am retarded and have a setting wrong, or if the bot is just malfunctioning.

Your line requirements are likely unachievable.
The description for line requirements (as is listed in the control panel) is as follows:
This is minimum amount of chat lines (measured in lines per 5 minutes) required to activate the timer. If your chat is moving slow, this is useful to prevent Nightbot from spamming your empty channel.
