You should be able to run any of the global commands in any platform. Just be aware that they are linked to the platform your connected to Twitch, YouTube, etc.

Hey @Dapper Orangutan!

To answer your question more directly: no, your Twitch instance of Nightbot can't pick up a message sent in your YouTube chat, and vice versa; each Nightbot instances are separate, they can only be connected to a unique platform and channel and therefore can only read messages from it's chat.
