How to set so that only subs can do !songrequest and not regulars

I tried this but it allows regulars to song request as it seems regulars is higher on the hierarchy scale . Can i change this?

No, since you have no control over who can be a subscriber but do over who can be a regular the hierarchy is set up in that same way. Just don’t give the regular role out to non-subs then.
