How to add a clips command

I would like to make a !clips command in the chat of a streamer for whom I mod. So that whenever someone uses it the first 40 seconds are clipped and messaged into the streamers discord. I heard that it exists in some bots, could you recommend a code for it? Thanks for the help

I made a web app that generates !clip commands: https://vxrl.xyz/commands/clip Just enter the channel name and click “Login with Twitch”. You will be asked to sign in so that the app can get an access token to create clips using your account.
