Help with interaction command with chat people

Hi, I am trying to add a command that allows you to interact with people in chat in two ways

first: if the command is alone, just pick someone at random from the chat and place a line of the text

second: if the command is accompanied by @user select the indicated person and put the text line

I have seen that there are APIS that select someone randomly from the chat but it does not work with the @user, surely it is a question already solved many times, thanks for your time T_T

The command I am trying to add is the following

Hey @qzmtch! Why exactly use the quote system? You don’t need it for a simple slap command like the one you’re thinking about, it’s pretty much a waste of resources.
