GIF upload (Error: image exceeds maximum file size)

I’m trying to upload a custom gif emote, which is within the 112x112 dimensions and also has a size on disk of 992KB

Would anyone know why the emote form would be telling me this (Error: image exceeds maximum file size)?
I found the emote form to be well done, except it does not tell me what the maximum file size is. So, how am I supposed to know what to fix with my image? I feel like under 1MB is a pretty reasonable size.

Our max file size is 1000KB, and your file is 1014.577KB.
