Generally since only moderators can use the !volume command it is better for you to tell them to stop especially since it could be making the stream worse. What you described is more of a moderator problem.
You can override the !volume command with something like !commands add !volume -ul=mod Please do not attempt to override the volume this makes it impossible to use the !volume alias, but since it is an alias you can still use !songs volume and change it that way, which you could not change easily.
