Can see emotes but can't see menu to use them?

When other people use the emotes I can see them, but I myself can't see the menu for them. I read somewhere to try and delete cookies but that didn't work. I'm using Chrome. What's the deal?

Make sure you turned the Emote Menu on in the settings:
