Can Nightbot announce a regular viewer on Twitch?

I stream on Twitch and I would like to know if Nightbot can announce my regular viewers with a special message. For example:

RegularViewer1: Hey, TheOldestNewb!
Nightbot; Welcome back, RegularViewer1!

Is this possible without using a command?
