Can I Create a command only for one specific user?

I don't have much command knowledge, but I would like to do something similar to
this comand (link expired)
which allows me to give a different answer to a specific user
But I want that when someone else uses the command, it does not respond.
Also I would like to know if I can enlist multiple specific users.
