As stated by the rules of the forum, we'd appreciate if you ask your question in English.
I'm native French, yet I make the effort to speak English here.
If you want to allow your mods to create commands from the chat, go to the Default Commands and make sure !commands is enabled.
If you want to allow your moderators to create commands from the dashboard, you'll have to add them as managers:
